Experts commissioned by the African Legal Support Facility (ALSF) are on hand to assist with the legal structuring of the possible PPP for the Port of Manakara. This small town, which is very poorly connected to the rest of the country, is located on the east coast of Madagascar, 450 km south of Toamasina.
