Koumayi Assoutoum, CEO of the Urban and Semi-Urban Water and Sanitation Heritage Company (SP-EAU) in Togo, retained the French firm Seureca—the consulting engineering centre of the Veolia Group—and its partner, the Lomé-based, Deco-Design & Control (DECO-IC).
