When the former Prime Minister of the Republic of Mali, Boubou Cissé, visited the city of Mopti in December 2019, he promised a massive infrastructure project for the town. Fourteen months later, the Malian government—since overthrown by the military and supplanted by a transitional government chaired by Bah N’Daw—attracted new funding for the project.
