ARMP rules in favour of Emile Bola’s Hologram Identification Services against Kinshasa
The Congolese leader in biometric identification applications had been in the running since February 2006 for the contract to design, finance, implement and operate an information and management system for official documents on behalf of the administration of the capital of DR Congo.

However, in March 2021, a rival agreement was signed for the exact specifications, this time with the company Afrique Digital Congo SA, through the provincial ministry of the interior. The benficiaries of Afrique Digital Congo SA are not known. This led to Hologram Identification Services Sarl (HIDS) referring it to the country’s Public Procurement Regulatory Authority (ARMP).
