This was a sensitive issue for President Macky Sall, who had promised in June 2018 a renegotiation of the concession contract granted to Eiffage. However, after long and difficult discussions with the construction group, which was initially very opposed to this review, new conditions were finally agreed upon and unveiled in Dakar on 22 December 2021, not without recourse to numerous legal experts.
